Working With Children

Child Safe Scheme and Standards

NSW Government Requirement

The Working with Children Check (WWCC) is an important NSW State Government (Office of the Children’s Guardian (OCG)) requirement which contributes to the provision of a child safe environment.
For information on the legisation visit the Child Protection (Working with Children) Regulation 2013 page, link below.

Adults who volunteer in child-related work in NSW must have a Working with Children Check (WWCC). Oganisations must verify the WWCC details and keep records of anyone they have in child-related work.

Coaches & Managers

Therefore, Greystanes FC is legally required to ensure all coaches & managers apply for a Working With Children Check (WWCC) and then provide their WWCC number to the Club for verification. Without a verified WWCC number you cannot be involved in coaching or managing at any Club.

Follow the links for more information.

Football NSW WWCC Policy

The Working with Children Check (WWCC) is a NSW State Government mandatory requirement and Football NSW (FNSW) policy.

All clubs, associations, branches, centres and referee branches must be compliant with the WWCC and all relevant FNSW Working with Children Check policies.

It is a requirement of FNSW that all Technical Directors, Coaches, Managers, Referees and other persons in child related roles working or volunteering with children under 18 years obtain a WWCC and provide their Club, Association, Centre, Branch or Referee Branch with a valid WWC number.

For clarification please read the 'Addtional Information' below.

Additional Information

Exemptions Recognised by Football NSW

The following are exempt from the WWCC:

  • Volunteers under 18 years of age.

  • Grounds persons.

  • Guest presenters or speakers for a one-off presentation.

  • Persons who work or volunteer with children visiting NSW from another State to attend an event where the work in NSW will be for no more than 30 days in a calendar year.

Persons Not Exempt

  • Parents coaching or managing their own child’s team are no longer exempt (refer FNSW WWCC Policy).
  • Referees are no longer exempt (refer FNSW WWCC Policy).
  • Police Officers are not exempt.
  • School Teachers are not exempt.
  • Committee members are not exempt, even if their own child attends the Club.
  • Referee coaches, referee mentors and referee assessors are not exempt.
  • Persons who have relocated to NSW and hold a working with children clearance from another state are not exempt.

WWC Compliance Audits and Fines

The NSW Office of the Children’s Guardian is authorised to conduct audits on organisations for compliance with the WWC Check.

Failure to comply by obtaining WWC Numbers from workers and volunteers in child related roles, verifying all WWC Numbers obtained and keeping a record of verifications, can result in significant Government fines (up to $11,000) and a non-compliance notification to NSW Police.

It is a requirement of FNSW that all clubs, associations and referee branches are compliant with the WWCC and the FNSW Working with Children Check Policy.

FNSW reserves the right to conduct WWC compliance audits on any club, association, branch, centre or referee branch affiliated to FNSW and covered by FNSW insurances.

Child Safe Clubs

Being a Child Safe club is integral to providing a safe sport environment for children.  The safety of all children involved in football is important to children and their parents, guardians and families.

It is also important to your club, association, branch, centre and referee branch and committees and MPIOs should have a sound understanding of the principles of child safety and apply these in a workable and practical manner within your organisation.

Member Protection Declaration for Exempt Persons

The FNSW Member Protection Declaration (MPD) forms part of the registration terms and conditions when participants register on the FNSW Play Football website.
It is therefore important that all participants are registered in Play Football database for both child protection and insurance purposes - link below.

Movable Goalposts Safety

Make Safety Your Goal

Hazards

Death and serious injury can happen if moveable goalposts are installed incorrectly or when they are used inappropriately. Specifically, blunt force injuries and trauma to the head, neck, chest and limbs can occur from moveable soccer goals due to:

  • instability
  • goals becoming unanchored
  • goals with inadequate anchoring
  • inappropriate or ineffective installation
  • inappropriate use, such as swinging on goalposts or
    cross bars.

A mandatory standard on moveable football goalposts has applied since 31 December 2010 (ACCC). This mandatory standard applies to:

  • moveable football goals weighing 28kg and above (any freestanding football goal designed to be moved for use in various locations).
  • multipurpose moveable goals that may be used for football.

Never allow anyone to climb or swing on the netting or goalpost framework

Carpark Safety

Pedestrian Safety at the Park

Stay Alert

We remind all drivers, parents, players and spectators to take care when driving, parking and walking in the vicinity of parks & fields used by the Club.

Car Parks at Sports Grounds are Effectively ‘Shared Zones’

Car parks can be especially dangerous places for young children. Cars are going in all directions and drivers can be concentrating on getting a parking spot. They often don’t have clearly marked walking areas and young children, being small, are often hard to see.

Please remember that young children will often leap before they look when playing around and we need to be extra careful when around car parks. So, it is vital that they are supervised in and around car parks.

Slow down in areas where there are children walking, cycling or playing because they may behave unpredictably and are often hard to see.

When in the car park areas and in the process of being parked drivers should NOT multi-task or otherwise be distracted, e.g. do not be on mobile phone/call.

Before opening your door check your mirrors and blind spots for pedestrians, bicycles or other vehicles.

NSW RMS statistics show that more than 25% of pedestrian fatalities occur in darkness between 5pm and 9pm. Fatalities increase from April to July, when the days are shorter and mostly occur on weekdays.

Pedestrian road safety and especially child road safety is the responsibility of the whole community, including drivers, parents, carers and educators.

Never Leave Children Alone In A Parked Vehicle

Leaving young children alone in vehicles is dangerous, even if windows are down.
A child left in a parked vehicle will suffer from dehydration and may even die.
Natural curiosity of a child can lead to other dangers inside the vehicle.

MPIO

Member Protection Information Officer

Greystanes FC has a Member Protection Information Officer (MPIO). The role of the MPIO is to be the first point of contact for persons with member protection or child protection enquiries, concerns or complaints.

The MPIO provides information to participants about the options available to them and offers information on complaint resolution, policies and other aspects of the issue being discussed.

The MPIO does not offer advice, suggestions or recommendations nor mediate or investigate complaints and reports.  It is the responsibility of the Club (President and/or Executive) to decide who investigates complaints or reports but it cannot be the MPIO that conducts the investigation.

Additional Information

Member Protection Encompasses Several Areas

Harassment, abuse, victimisation, racial vilification, child protection and bullying. Any matters outside of this scope are not member protection matters.

First Point of Contact

An MPIO is the first point of contact for persons (within a club/association) considering making a complaint. The MPIO provides confidential, impartial and timely information and support and acts as a sounding board about complaint resolution options.

Member protection enquiries are handled by our Club's Member Protection Information Officer. Please use the 'Contact Greystanes FC MPIO' form under the associated tab in this 'Additional Information' box.

This 'Additional Information' box (tabs) will assist in clarifying what member protection is, how the MPIO role operates at a club or association and where to obtain further information and training.

The MPIO Is a Resource for All Club Members

  1. All clubs, associations and branches must have an identified Member Protection Information Officer (MPIO).

  2. The role of the MPIO falls within the Australian Sports Commissions Harassment Free Sport Strategy and is consistent with all other sports in Australia.

  3. The NSW Department of Sport & Recreation recognizes the MPIO as the relevant position with regards to child protection and the Working With Children Check.

  4. The contact details of the MPIO should be freely available to all members of the club/association;  ideally via websites, newsletters, contact lists etc.

  5. Member protection relates to:

    • Protection

    • Harassment

    • Abuse

    • Discrimination

    • Racial Vilification

The MPIO Does Not

  • Give advice to complainants.

  • Intervene.

  • Investigate.

  • Breach confidentiality.

  • Advocate.

  • Make determinations in relation to complaints.

The MPIO provides confidential, impartial and timely information and support and acts as a sounding board about complaint resolution options. Member Protection Information Officers can be beneficial in creating a safer, more understanding and more enjoyable sporting environment.
